What is a livelihood restoration plan (LRP)?

A livelihood restoration plan (LRP) sets out how households affected by a project will bring their income and standard of living back to at least their earlier level, and what the project will provide to make that happen.

The plan starts from the income baseline recorded in the socio-economic survey. Activities are then chosen with each household to suit it: farmland development, crops, livestock, fisheries, vocational training or a small business. The plan also covers transitional support, such as food, until the new income is established.

Results are checked by monitoring household income and expenditure regularly against the baseline and the national poverty line, so that support can be adjusted in time. The plan is complete only when incomes are restored. An LRP can be a chapter of a resettlement action plan, or a separate document when a project affects land and income but no household has to move.
