Paying for lost assets does not guarantee that a family recovers its income.
Livelihood restoration is designed around how people actually earn: land preparation, inputs and credit for farmers; training and job placement for wage earners; credit and business training for small enterprises.
The resettlement site matters as much. It should give access to land, water, jobs and markets, keep the community together, and come with schools and health centres that are staffed, not only built.
Host communities must be consulted, and women and vulnerable households need specific support, including land titles in the names of both husband and wife.
