Consultation, grievances and monitoring

Consultation with affected people is mandatory and continuous, in languages and formats they can use, and every meeting is recorded.

A grievance mechanism lets anyone lodge a complaint free of charge, with deadlines for each step, resolved at community level wherever possible and with courts as a last resort.

Monitoring has three parts: performance monitoring (progress against the schedule), impact monitoring (living standards against the baseline), and a completion audit by an independent party, which confirms that commitments were met and closes the developer's obligations.
